MINUTES

THE ASPEN HILL CIVIC ASSOCIATION, INC.

22 February 2010

The meeting was called to order by President Alexandra Minckler at 7:35 P.M. at the Aspen Hill Library.

Present at the meeting were board members: Robert Clarke, Sharon Dean, Don Eimer, Marguerite Eimer, Rusty Embrey, Dwayne Holmes, Alexandra Minckler, Carol Petzold, David Polinsky, and Linda Robbins.

The minutes of the January 2010 meeting were approved as presented by the Recording Secretary, Robert Clarke.

The Treasurer David Polinsky presented a financial report in which he indicated an income of $21 from membership dues.  The balance in the Treasury as of 22 February 2010 was $5219.36. As of the same date the association has 69 family members and 48 single members for a total of 186 members.

Linda Robbins presented five possible association logo mock-ups for discussion and modification.  After much group interaction a single altered logo version was unanimously adopted in a motion made by Rusty Embrey and seconded by David Polinsky.

Dwayne Holmes presented a report on the printing costs involved in producing a double sided card [English and Spanish] to be distributed in the community with information about the association and an invitation to join. The decision was made to secure bids for 6000 cards at 6Ó x 8.5Ó in two colors.

Following much discussion the following English text for the card was adopted:

We invite you to join your neighbors to improve and support the quality of life in the Aspen Hill community.  For membership information and current updates visit our website at www. aspenhillcivicassociation.org. Meetings are held monthly at the Aspen Hill Library.  Dates and times are posted on the library bulletin board.  We look forward to your participation.  Everyone is welcome!

Linda Robbins indicated that she would take the adopted text and marry it to the new logo to create a camera ready copy for submission with the bid requests.  The bid information and a proof copy are expected for action at the March meeting.  Discussion of the method of distribution is also to be held at that time.

Rusty Embrey presented a report on the possible acquisition of corrugated plastic signs to be used to inform the community about future association meetings.  She indicated that 14 signs would be needed. At the suggestion of Carol Petzold the decision was made to make them all two sided with a yellow background.  The lowest price Rusty found was $25 per sign.  Marguerite Eimer said that her church food pantry was able to have similar signs done for $17 each.  Rusty said she would get the necessary information from Marguerite and contact that firm and report again at the March meeting.

After a lengthy discussion the following text was adopted for the signs:

Aspen Hill Civic Association Meeting

Tuesday at 7:30

Aspen Hill Library

Everyone Welcome!

President Alexandra Minckler reported she had spoken with Joann Hoffman of the Montgomery County SPCA regarding the Aspin Hill Pet Cemetery.  Negotiations are still in process but a favorable settlement is close to agreement regarding the house as well as the property.

Though he was not present, by email Don Becker requested a decision on the invitation for our association to participate in the Glenmont Civic AssociationÕs spring festival to be held 5 June 2010 at the Wheaton Recreation Center. Following discussion Marguerite Eimer proposed and the board agreed that Don decline the invitation but indicate that we supported them in this and future endeavors, and that information about the festival would be put on our website.

It was reported that Melissa Brachfield was no longer reporting on Aspen Hill matters in the Gazette.  Rusty Eimer suggested that our PR person contact the Gazette to determine who the new reporter was for Aspen Hill. The matter of who the PR person is was postponed until the March meeting.

Sharon Dean reported that she and Linda Robbins have been working on code violations and have caused the removal or ticketing of several vehicles. Sharon also reported that she took a post snow storm survey of the Parkland Drive snow emergency route for about a mile terminating at Viers Mill Road and found 82 vehicles parked illegally on the street.  She speculated that these violations were caused by overcrowding since many of the driveways by these vehicles were full at the time.

It was pointed out that as of 11 March 2010 all phone calls regarding county services will go through the 311 phone number.

The meeting was adjourned at 9:42 PM.

The next meeting is scheduled for Wednesday 24 March 2010 at 7:30 PM at the Aspen Hill Library.

Respectfully Submitted

Robert Clarke
