THE ASPEN HILL CIVIC ASSOCIATION,
INC.
23 June 2010
The
meeting was called to order by Treasurer David Polinsky at 7:37 P.M. at the
Aspen Hill Library.
Present
at the meeting were board members: Donald Becker, Robert Clarke, Sharon Dean, Rusty
Embrey, Dwayne Holmes, Carol Petzold, David Polinsky, and Linda Robbins. Others
attending were Nancy Siegel, Bruce Behner, Dave Berch, David Tomich and Kevin
Woolbright.
The
Treasurer, David Polinsky, reported an increase in membership of two families
and two individuals. As of this date
the association has 71 family members and 51 single members for a total of 193
members. The balance in the Treasury as of 23 June 2010 is $5029.54. Income
from dues and a donation amounted to $306.00. Expenses for 20 corrugated plastic meeting signs amounted to
$366.76. David also reported that
the associationŐs insurance bill is due to be paid in July. He indicated he was
in discussions with the insurer to reduce the $1134 amount paid in the past to
an amount around $400. He sought and got board approval to follow up on this
and to pay what ever was the required amount.
The
minutes of the May 2010 meeting were presented by the Recording Secretary,
Robert Clarke, and approved.
Four
representatives from the Washington Suburban Sanitary Commission made
presentations on the two water pipe replacement projects currently underway in
the Aspen Hill community. The old caste iron pipe is being replaced by ductile
pipe.

Kevin
Woolbright, Customer Advocate of the Customer Care Team Office, said that his
job was to resolve any Montgomery County customer problems when the normal
processes do not produce the customerŐs desired results. He indicated he can be
reached 24 hours a day at 240-205-3684.

David
Tomich, Contract Manager for the Systems Inspection Group, spoke about the
general process involved in replacing the water lines. He also indicated that
WSSC would like community feed back about their satisfaction with the
contractors performing the work.

Dave
Berch, Construction Inspector II of the Systems Inspection Group, is
supervising the Aspen Hill Park project. He indicated it is a 600 day project
due to be completed in July of 2011. Once WSSC finishes the work he said the
streets involved would be repaved curb to curb.

Bruce
Behner, Consultant Inspector I, is supervising the Rock Creek Manor
project. He indicated that it was
a 375 day contract that should be completed by April 2011.
Nancy
Siegel spoke to the board about the overgrown conditions at the Aspin Hill Pet
Cemetery and how the Humane Society has not responded to her offers of money
and volunteer labor to resolve the problems. Following her presentation the board unanimously approved
the following resolution:
Be it resolved that following unsuccessful
actions by the Humane Society, the Aspen Hill Civic Association will support
Nancy SiegelŐs in her efforts to seek action by Montgomery CountyŐs code
enforcement division to maintain the grounds at the Aspin Hill Pet Cemetery.
Rusty
Embrey reported that 4 of the recently purchased double sided signs placed
before MayŐs meeting in the vicinity of the Aspen Hill Library were
stolen. There was a short
discussion on methods to alter the signs for meetings not held on Tuesdays.
Sharon
Dean reported on her efforts to organize Neighborhood Watches in the Aspen Hill
Community. There will be a meeting
Monday June 28th at 7:00 PM at the Aspen Hill Library with
representatives of the Montgomery County Police Department for training.
Carol
Petzold reported that the candidate forms sponsored by the Aspen Hill Civic
Association in conjunction with the Friends of the Library - Aspen Hill Chapter
and the Strathmore-Bel Pre Civic Association are scheduled for late August at
the Aspen Hill Library. The
legislative candidate forum will take place Wednesday 25 August at 7:30 and the
county council forum will take place Monday 30 August at 7:30 PM. Alexandra Minckler was nominated to
moderate both forums. Other board members were also solicited to aid the
eveningsŐ activities.
Sharon
Dean spoke to continuing code violations, especially rampant ones on Parkland
Drive as it approaches Veirs Mill Road. She suggested board members go through
their neighborhood seeking code violations to report. She mentioned that the
new code legislation was still stalled by the County Council. It was suggested
that this would be a good topic to air at the candidatesŐ forum. Sharon mentioned
that tow trucks and tandem trailer units were particularly egregious.
The
meeting was adjourned at 9:48 PM.
The
next meeting is scheduled for Monday 13 September 2010 at 7:30 PM at the Aspen
Hill Library.
