MINUTES

THE ASPEN HILL CIVIC ASSOCIATION, INC.

24 March 2010

The meeting was called to order by President Alexandra Minckler at 7:30 P.M. at the Aspen Hill Library.

Present at the meeting were board members: Robert Clarke, Sharon Dean, Don Eimer, Marguerite Eimer, Rusty Embrey, Dwayne Holmes, Alexandra Minckler, Linda Robbins, Bill Shelton and Patricia Walker.

The minutes of the February 2010 meeting were presented by the Recording Secretary, Robert Clarke, corrected and approved. Items corrected were (1) to replace Rusty Eimer with Rusty Embrey, (2) to show Joann Hoffman as representing the Montgomery County Humane Society, and (3) to indicate that the 311 phone number for all county services is not yet functioning and that folks should use 240-777-1000 until it is.

The Treasurer, David Polinsky, sent in a financial report in which he indicated an income of $7 from membership dues.  The balance in the Treasury as of 24 March 2010 was $5226.36. As of the same date the association has 69 family members and 49 single members for a total of 187 members.

Linda Robbins presented two association information card mock-ups for selection.  A single version combining both was unanimously adopted.  The Spanish translation for printing on the obverse side is to be made by a tri-lingual person in LindaÕs office.  The camera ready layouts for both will be sent to Dwayne Holmes who will oversee the printing process for 6,000 two color 6Ó x 8.5Ó copies.

Rusty Embrey presented a report on the acquisition of corrugated plastic signs to be used to inform the community about future association meetings.  She indicated that 20 signs, double sided, in black on yellow would cost $206.06 and take approximately one week to produce.  A motion to proceed with the purchase of the signs was made, seconded and unanimously passed.  The locations for the signs and volunteers to place them were next discussed.

Linda Robbins inquired about the two large welcome to Aspen Hill signs previously installed in the community. It was reported that one was destroyed and the other was in the process of being refurbished.

Marguerite Eimer presented a request for a donation to help facilitate the 10 April 2010 Rock Creek Park Stream Clean Up that will take place in the park between Bauer Drive and Arctic Avenue. It was pointed out that numerous community groups participate in this worthy event.  It was moved, seconded and unanimously passed to contribute $50.

Linda Robbins reported that BAE will shortly be vacating its offices at the corner of Aspen Hill Road and Connecticut Avenue and that no new tenant has been identified.  The board agreed that the property owner should be contacted for information about intentions for the future use of the property.  President Minckler indicated she would make such contact.

Discussion next focused upon presenters/topics for the May general membership meeting.  Among those mentioned were the following:

Duchy Tractenberg from the County Council

Christine Innsbruck about the sector plan to put 800 rental units onto the re-developed grounds of the Twinbrook Shopping Center on the west side of Viers Mill Road.

The Aspin Hill Pet Cemetery situation

Wheaton Woods Beautification/Renewal

Stalled code enforcement legislation

A crime report

Tips on the protection of homes and property

A brief community history

Volunteer activities available inside the community

Nothing was decided upon by the group regarding which/whom to select.

Sharon Dean reported about neighborhood code enforcement and crime.  She indicated that a new code coalition was being organized to push the currently stalled enforcement legislation. A discussion resulted on why the stall has occurred and what could be done about it.

Patty Walker presented a report regarding the crime incidents in the community taking place over the previous three months.  She pointed out that there were no apparent patterns to the crimes which usually indicates they have numerous perpetrators.  She also mentioned that common sense regarding locking cars and homes, and placing valuable items out of sight would help reduce crime.

The meeting was adjourned at 9:16 PM.

The next meeting is scheduled for Monday April 12, 2010 at 7:30 PM at the Aspen Hill Library.

Respectfully Submitted

Robert Clarke
