MINUTES OF THE ANNUAL MEETING
THE ASPEN HILL CIVIC ASSOCIATION,
INC.
17 NOVEMBER 2010
The annual
meeting of the members of the Aspen Hill Civic Association, Inc., a Corporation
organized under the laws of the Sate of Maryland (the ÒCorporationÓ), was held
at the Aspen Hill Library on the evening of the 17th day of November 2010
starting at 7:33 P.M.. Board members present at the meeting were: Robert
Clarke, Sharon Dean, Don Eimer, Marguerite Eimer, Rusty Embrey, Alexandra
Minckler, David Polinsky, Florence Polinsky, Bill Shelton and Patricia
Walker. Also present were: Elmer
Pettit, Eugene Pettit, Betina Pereira and Rita Nzuwah.
Outgoing
President Alexandra Minckler chaired the meeting and Robert Clarke was
designated as Recording Secretary.
The Chair announced
that it was the order of the day to elect officers of the Corporation to serve
until their successors be elected and qualified. Thereupon, the following
persons were nominated to serve as Officers of the Corporation in the
respective capacities set by their several names, the terms of office of each
such person to be until the next annual meeting of the Members of the
Corporation and until their respective successors shall be elected.

There being
no further nominations, on a Motion duly made, seconded and carried, the
nominations were closed and ballots cast for the election of the persons
nominated as set forth above. The
Chair declared all such persons to be elected to the respective offices for
which they were nominated to serve until the next annual meeting of the members
of the Corporation and until their respective successors have been elected and
qualified.
Their being
no further business before the Corporation, the annual meeting was adjourned at
7:37 P.M.

The meeting
was called to order by President Alexandra Minckler at 7:38 P.M. at the Aspen
Hill Library.
Present at
the meeting were board members: Robert Clarke, Sharon Dean, Don Eimer,
Marguerite Eimer, Rusty Embrey, Alexandra Minckler, David Polinsky, Florence
Polinsky, Bill Shelton and Patricia Walker. Also present were: Elmer Pettit, Eugene Pettit, Betina
Pereira and Rita Nzuwah.
The minutes
of the September and October 2010 meetings as presented by Robert Clarke were
approved.
The past
Treasurer David Polinsky presented a financial report summarized as follows:
Balance
as of 13 September 2010: $4717.04
Income
from dues: $504.00
Expenditures: $605.20
Balance
as of 17 November 2010: $4,724.84
Mr. Polinsky
also reported the organization currently has a paid membership by 43 families
and 38 individuals.
On a question
about the civic association information cards that were designed with the text previously
agreed upon, President Minckler reported that in all respects the project is
print shop ready and can be sent at a time yet to be determined.
A discussion
took place on the associationÕs meeting signs. A number have gone missing from
the sites where they were placed. In a related matter, it was decided to have
Rusty Embrey investigate the printing of an overlay for the signs to reflect
the change in the meeting day.
David
Polinsky made a motion to have the board send a letter to all County Council
members in support of the Melvin Berman AcademyÕs petition to purchase the
former Robert E. Peary High School property. After a lengthy discussion the motion was amended and passed
to the affect that Mr. Polinsky is to send the letter to council members as
well as present it in testimony representing the association at a council
meeting to be held Tuesday 23 November 2010 at 7:30 P.M.
An inquiry
was made about the disposition of the vacant commercial properties formerly the
site of the Super Fresh store and the BAE office building, both located near
the intersection of Aspen Hill Road and Connecticut Avenue. No one present had any concrete
information for the group.
Marguerite
Eimer informed board members of an effort by members of the Millian Memorial
Methodist Church to reach out to Aspen Hill community members who might benefit
from a meeting with representatives of county agencies working to help folks
struggling with the recession. She
reported that some 40 persons attended and the effort was considered a great
success.
Marguerite
also reported that she learned the Federal EPA was going to be doing storm
water management work in the Wheaton Woods community to lessen pollutant runoff
into the Potomac watershed and the Chesapeake Bay.
The meeting
was adjourned at 8:40 P.M.
The next
meeting is scheduled for Wednesday 15 December 2010 at 7:30 PM.
