MINUTES

THE ASPEN HILL CIVIC ASSOCIATION, INC.

13 September 2010

The meeting was called to order by President Alexandra Minckler at 7:32 P.M. at the Aspen Hill Library.

Present at the meeting were board members: Robert Clarke, Sharon Dean, Alexandra Minckler, Carol Petzold, David Polinsky, Linda Robbins and Patricia Walker.  Also in attendance was Patrol Officer 2 Emily Murphy of the Maryland National Capital Park Police.

The minutes of the June 2010 meeting were approved as presented by the Recording Secretary, Robert Clarke.  No meetings took place in July or August.

Treasurer David Polinsky presented a financial report in which he indicated an income of $64 from membership dues.  Expenditures of $26.50 for signs and $350 for insurance were also reported. The balance in the Treasury as of 13 September 2010 was $4717.04. As of the same date the association has 71 family members and 51 single members for a total of 193 members.

President Minckler reported that the two August candidate forms, one for state offices and one for the county council, jointly sponsored with the Friends of the Aspen Hill Library were well attended and successful.  Carol Petzold made the suggestion that another forum for the seven Board of Education candidates also be jointly sponsored. After discussion it was decided to host the forum as part of 20 OctoberÕs general meeting of the association.

Officer Murphy introduced herself to the board, said that she was assigned to the parks in the Aspen Hill community and indicated a desire to work closely with the community to keep our parks safe and clean. In the discussion with the board that followed the topic of vagrancy in the parks was examined. Officer Murphy was invited to participate in the October general membership meeting which she accepted.

President Minckler updated the board members on the very successful progress made in establishing a large and active neighborhood watch in the Aspen Hill Community.  It will be added as a topic to be mentioned at the October general membership meeting.

Sharon Dean discussed the stalled progress of Code Enforcement legislation and what may be done to encourage its passing.  Other board members who attended the county council candidatesÕ forum reported on comments made by the speakers there about this situation.

Robert Clarke inquired about any progress made with the printing of the associationÕs information cards. It was reported that the matter has stalled. The board decided to forge ahead with the project through a new printer. Linda Robbins will provide the camera ready copy and Carol Petzold will arrange for the printing.

Arrangements for altering the signs for the General Membership Meeting so that they correctly read Wednesday was discussed and Linda Robbins was tasked with resolution of the problem.

President Minckler noted that items for the next association newsletter needed to be to her by October 1st.  She mentioned that a notice about the new 311 system would replace the former long list of county agencies and offices. In passing it was stated that this new system seemed to be working well.

Carol Petzold mentioned that she was looking for staffing for the associationÕs table at the Aspen Hill Community Festival to be held at the library on Saturday October 16th from 11:00 a.m. until 2:00 p.m.

The meeting was adjourned at 9:25 p.m.

The next meeting is the general membership meeting and it is scheduled for Wednesday 20 October 2010 at 7:30 PM at the Aspen Hill Library. The November board meeting is scheduled for Wednesday the 17th and DecemberÕs board meeting is scheduled for the 15th.
